{"schemaVersion":"1.0","id":"where-permission-is-easiest","dataset":"planning-approval","title":"Where permission is easiest","description":"Between the most and least permissive borough sits thirty-seven percentage points.","methodology":"Approved applications as a share of all applications a borough has recorded — withdrawals and undecided cases stay in the denominator, because the question is how likely permission is and a withdrawal is often a refusal that saw itself coming. Two boroughs are excluded for filing fewer than 10,000 records: boroughs joined the Datahub at different times and backfilled different amounts, and a rate drawn from a thin sample describes the sample. For the same reason this atlas publishes no chart of applications per borough — Islington files 130,089 records and Kingston 3,238, which is a fact about record-keeping rather than about building.","category":"housing","categoryLabel":"Housing","cadence":"daily","placeholder":false,"landingPage":"https://londongraph.com/g/where-permission-is-easiest","markdown":"https://londongraph.com/g/where-permission-is-easiest/index.html.md","source":{"name":"Planning London Datahub","url":"https://planningdata.london.gov.uk/","licence":"Open Government Licence v3.0","licenceUrl":"https://www.nationalarchives.gov.uk/doc/open-government-licence/version/3/"},"updatedAt":"2026-08-03T02:47:08.888Z","release":{"label":null,"publishedAt":null,"resourceUrl":null,"methodologyUrl":null,"sha256":null},"observations":[{"series":"","buckets":["City of London","Southwark","Tower Hamlets","Camden","Merton","Westminster","Hillingdon","Wandsworth","Lambeth","Lewisham","Croydon","Brent","Greenwich","Bexley","Hackney","Newham","Haringey","Waltham Forest","Enfield","Barnet","Hammersmith and Fulham","Barking and Dagenham","Sutton","Redbridge","Ealing","Bromley","Richmond upon Thames","Hounslow","Harrow","Islington","Havering"],"values":[87.4,81.1,77.9,76.6,76.3,76.3,74.5,74.3,73.3,72.6,72,71.8,71.8,71.3,70.1,69.7,68.9,68.3,68.3,67.9,67.8,64.2,64.1,64.1,63.3,61.6,60.9,58.8,53.9,50.7,50.1],"unit":"% of applications approved","metadata":[{},{},{},{},{},{},{},{},{},{},{},{},{},{},{},{},{},{},{},{},{},{},{},{},{},{},{},{},{},{},{}]}],"areaStatistics":null,"visualizations":[{"id":"geography","label":"Map","description":"Compare the same measure geographically.","url":"https://londongraph.com/g/where-permission-is-easiest","renderer":"spatial","default":true,"timeControl":"inherit","datasets":[],"transform":null,"controls":null,"metrics":[{"key":"value","label":"Applications approved","unit":"%"}],"caveat":null},{"id":"overview","label":"Overview","description":"Between the most and least permissive borough sits thirty-seven percentage points.","url":"https://londongraph.com/g/where-permission-is-easiest?view=overview","renderer":"primary","default":false,"timeControl":"inherit","datasets":[],"transform":null,"controls":null,"metrics":[],"caveat":null},{"id":"distribution","label":"Distribution","description":"Place every mapped area in the selected measure's distribution while preserving missing values.","url":"https://londongraph.com/g/where-permission-is-easiest?view=distribution","renderer":"area-distribution","default":false,"timeControl":"inherit","datasets":[],"transform":null,"controls":null,"metrics":[],"caveat":null}],"availability":"observations","note":"The release is complete for the measures represented on the graph page."}
